A libertarian analysis of the Covid-19 pandemic

What is the correct analysis, from a libertarian point of view, of governmental action in the face of the corona virus? Is the state justified in imposing quarantines, vaccines, to cure this disease? These are the questions we shall be wrestling with in this paper
