The fifth wave was started by Omicron, and it seemed that the fatality rate has finally gone down. Countries are about to re-open its borders, crucial to maintain a globalized economy. This paper reviewed the health security preparations, health emergency responses and the health outcomes of 14 countries to evaluate the advantages of the two strategies, which can also be regarded as the Zero policy versus Herd Immunity. Economic effects of the two strategies and its variations were also discussed.
